Sergey graduated from Lomonosov Moscow State University, Department of Computational Mathematics and Cybernetics, in 1986 and completed post-graduate studies there in 1991, as well as then graduated from Moscow International Higher Business School MIRBIS and the University of Wolverhampton (UK) in 2000, and Russian Foreign Trade Academy in 2005. Sergey holds PhD in Sociology and MBA.

From 1986 to 1996, he worked as a system administrator at Kompozit R&D Center, head of IT lab at the Sociology Department of Lomonosov Moscow State University, and a leader of ‘University’ analytical group.

Since 1991, he has been arranging ICT and new media analytical research and attracting global giants, such as Gartner and Forrester Research, to the Russian market, thus initiating and managing Dator Top 100 of Computer Businesses in Russia (1996 – 1999), Best IT Manager contest (1997 – 1998), National Software Development Association (NSDA in 2001 and later called Russoft), and ASTRA Strategic Outsourcing Association (2008).

Sergey acted as Director General of Dator Agency in 1996 – 1999, Managing Partner at Market-Visio/ Gartner in 2000 – 2005, IT Consulting Director at Cominfo Consulting in 2005 – 2006, and Head of “Analytical Center for Internet” at Video International Group in 2006 – 2007.

Sergey is President of ASTRA Strategic Outsourcing Association and co-chairman of IAOP Russia.
